3. When opium is seized by the Opium duty & Lekin Offices in consequence of reports from an informer, the informer is to receive $\frac{1}{3}$ of the value of the opium seized. Of the balance, $\frac{1}{3}$ is to be given to the Captain, Officers & crews of steamers sent to make the capture. The remainder to be shared Equally between the two offices.
If the opium be seized by the steamers without the assistance of an informer, the steamers will receive $\frac{2}{3}$; the balance will be shared Equally between the 2 offices.
Narative cruisers seizing smuggled opium are to be rewarded like the steamers.
The usual reward given to informers is 20%, but it has been increased to $\frac{1}{3}$ in this instance, as, in the beginning of the levy, it will be difficult to prevent smuggling unless liberal rewards are offered for information.
4. A year's pay will be given to the families of persons on board the steamers who happen to be killed in the discharge of their duty. Compensation will be paid for wounds according to their gravity. These charges to be divided Equally between the opium duty & Lekin Offices.
5. At the five Lekin branch stations, viz. Chun-kao-wan, Sha-t'ien, Shek-chung, Kuan-chu and another where clerks & runners for the collection of the opium duty have not yet been stationed, the collection of the [new] duty; miscellaneous lots of opium will ... pass & be reported for payment; Lekin will be made from the 27th of June by the officials who collect the [ordinary] Lekin as a temporary measure. Informers will be paid $\frac{1}{3}$ of the value.
